Infrastructure Programme Implementing Agents 

1. Background:

The Provincial Department of Health in the Eastern Cape Province has decided to implement the Health Infrastructure Programme with the objective to address the health facilities backlogs and poor state of health/ social infrastructure in the Province. The Department of Health, as the Provincial Department responsible for the provision of health services, needs to ensure that such services are provided satisfactorily and that well equipped health care facilities are made available and they are accessible to all.

2. Scope of Work
For this purpose the Provincial Department of Health invites Programme Implementing Agents to: 

  • Be responsible for ensuring that the Programme funds allocated to it are utilized in the implementation of the Programme. 
  • Do all such things necessary to facilitate implementation and successful completion of the Programme within the prescribed scope, cost , time and quality. 
  • Procure and manage all dully appointed Service Providers in line with procurement policy of the Agent, which policy shall comply with the Preferential Procurement Policy Framework Act and Broad Based Black Economic Empowerment Act. 
  • Manage the Service Providers whose services it has procured in terms of the DOH’s requirements as to the specifications and quality agreed upon. 
  • Disburse the Programme funds to the Service Providers as determined by the work they carried out on the programme. 
  • Make suitably senior and mandated personnel available for the Provincial Steering Committees. 
  • Draft a Programme Implementation Plan. 
  • Provide the DOH/DPW monthly with its standard progress and financial reports in accordance with standard formats provided by DOH and DPW, or any other format as the DOH and DPW may direct. 
  • Be responsible for the financial control and cost management of the Programmes 
  • Be responsible for Programme monitoring and reporting and the preparation of audit statements. 
  • Liaise with other role players in order to ensure effective co-ordination of implementation of the Programme. 
  • Manage and apply the principles of the Expanded Public Works Programme (EPWP) by creating employment opportunities for the local community when implementing the Programme, skills transfer and management development. 

3. Requirements
The following must accompany all submissions: 

  • Full details of the service provider
  • Composition of the firm in terms of shareholding/HDI/BEE status
  • Personnel complement
  • Members to have an appropriate postgraduate qualification in Economics, Public Finance /Engineering.
  • Experience as reflected in projects already dealt with
  • Representation of expertise in respect of all disciplines required e.g engineering, etc.
  • Demonstrate ability to design/plan and manage projects to deliver solutions on time and according to budget. 

4. Evaluation Criteria

The bid will be evaluated in terms of the Preferential Procurement Policy Framework Act and its Regulations. 90/10 preference point system will be used. 90 points will be allocated for price and functionality, and 10 points for achievement of government goals. Of the 90 points 50% will be allocated for price and 50% for functionality. A minimum score of 25 points must be achieved by the bidder to be consider for further evaluation as a responsive bid.

1st Stage : Pre-qualification evaluation

1.   The purpose of this pre-qualification evaluation is to determine which bid responses are compliant and non-compliant with the bid conditions issued by the DoH as part of the bid process. 

The following criteria shall apply:

  • The bid documentation has been completed comprehensively and correctly.

  • Bidders must have attended the compulsory Bid Briefing & Information Meeting and be recorded as such in the register.

  • Bidders must be a legal entity or partnership (consortia/joint ventures are acceptable subject to Paragraph 12 of Part 1 of the Bid Document) which requires:

o        Joint Venture Agreement signed by all parties entered into a JV detailing their roles and responsibilities, the 
          lead member and the profit sharing ratio of the parties in the JV.

o        Each party must submit valid tax clearance certificate with the bid.

  • Bidders must have provided supporting documentation as per the bid specification schedule requirements including valid South African Revenue Services (SARS) tax clearance certificate in original form with the bid.

  • Bidders must have had previous and current experience in the service category(ies) for which their bid submission relates.

 2.     Bidders responding to this bid should ensure that their bid documents, as a minimum comply with the 
        following:

  •   must submit with his/her bid a clear methodology statement outlining how will they approach and execute this programme.

  •  The bidder must include comments on all parts of the bid and demonstrate sufficient understanding of all the other parts to be able to deliver successfully

  • Curriculum Vitae of the key personnel to be involved in the programme must be provided to enable evaluation on functionality. 

  •  The bidder must have at least xxx years experience as infrastructure implementing agent.
