Departmental Profile - Strategic Goals and Objectives
 

STRATEGIC GOALS OF THE DEPARTMENT

 

The following strategic goals are therefore developed and will be implemented in order to ensure that the vision, mission, value and strategic imperatives are attained. They are:

 

Strategic goal: 01        A functional and effective Primary Health Care Driven Provincial Health System that provides an integrated and seamless package of health services in an equitable, accessible and affordable manner.

 

Strategic Objectives:

  1. To improve and strengthen health planning, budgeting, policy development and

Coordination, monitoring and evaluation and reporting systems.

     

  1. To strengthen the capacity and the development and implementation of District Health Service.
  2. To consolidate the implementation of the Priority Health Programmes in order to meet the MDG target and to improve health outcomes.
  3. To strengthen and build Modern Tertiary Services, including the development of and academic and research platform.
  4. To develop a world class and customer – focused Emergency Medical Services that will meet the health needs.
  5. To consolidate development and implementation of forensic Pathology Services
  6. To strengthen the implementation of transversal health care support services
  7. To mobilize financial resources, including through partnerships ensuring equitable allocation and effective and efficiency use and accountability.

 

 

Strategic Goal: 02           Modern infrastructure, business systems,technology and human resources to support service delivery. 

 

Strategic objectives:

 

  1. To facilitate effective recruitment, development and retention of Human Capital for effective service delivery.
  2. To build an effective Corporate service platform (ICT & Information Management, Document Management, Communication, Legal Services, Security Management, Marketing, Shared Corporate Services and event Management ) as an enabler in service delivery.
  3. Effective development and implementation of infrastructure and Health Technology strategies and programmes to fast-track revitalization and maintenance of health facilities as well as the procurement and maintenance of equipment
  4. To implement effective Supply Chain Management system to support service delivery through effective procurement.

 

Strategic Goal: 03        An effective platform of quality, excellence and innovation

 

Strategic Objectives:

 

  1. To build a customer–centric culture of service delivery
  2. To revitalize and internalize within the organisation the Batho Pele principles and th Patients Charter.
  3. To fully implement the Quality Assurance Programme based on the Quality Assurance Policy, and incorporating accreditation and implementation of norms and standards approach.
  4. To foster and encourage a culture of continuous innovation and excellence in the health system.

 

Strategic Goal: 04        Effective stewardship and leadership of the Provincial Health System.

 

Strategic Objectives:

  1. To provide political leadership in ensuring the realisation of the department’s mandates and full accountability to all oversight bodies and the Eastern Cape citizens.
  2. To lead the administration in terms of corporate strategy, implementation of policies and mandates and effective monitoring and evaluation of performance and accountability.
  3. To strengthen inter-governmental relations and build strong partnerships for quality health care.
  4. To ensure effective accountability to the Legislature, Section 9 institutions, and the Eastern Cape citizens.
  5. To facilitate effective community participation in health matters through Hospital Boards, Clinic Committees and other relevant structures.

 

Strategic Goal: 05        Effective governance and accountability

 

Strategic Objectives:

  1. To develop and implement strategies and systems of enterprise wide risk management and internal audit.
  2. To develop and implement systems for improving compliance and good governance.
  3. To develop and implement coordinated programmes of anti-fraud and corruption
  4. To build a culture of ethical conduct and service
